Jersey City isn't just where I live; it's the community that molded me into the person I am today. From the diverse streets of our neighborhoods to the classrooms where I first felt the call to serve, this city has given me so much. Now, as I raise my voice and step into the arena, I’m fighting not just for my family, but for every resident who shares our dream of a better, fairer Jersey City.
Throughout my life, from battling cancer to advocating for educational equity, I’ve learned the value of resilience and community. Serving as the youngest member of the Jersey City Board of Education, and later, as its President, I fought for a fully funded budget, fair wages for our teachers, and the abolition of student lunch debt. These aren't just policies to me; they're personal commitments to our shared future.
The Platform
Bottom Line — Jersey City is too expensive!
No back rooms, no vendor money, no excuses. Honest, transparent leadership that treats residents like stakeholders—mobility as a right, housing you can afford, and city services that are simple, modern, and fair.
Rent control exists in Jersey City, but it’s not being enforced. Rent in Jersey City has risen by more than 50% since 2015, but if Jersey City had properly enforced its rent control ordinance over the past decade, rents in covered units could have only risen a maximum of about 22%.
That gap – an average of over $600 per month per unit – could be costing renters as much as $51 million annually.
Without change, the cost of inaction will only grow. Mussab’s plan to enforce Chapter 260 would not only protect tenants from illegal rent hikes, but also put hundreds of millions of dollars back into Jersey City households across his term.
While Jersey City already has rent control laws in place, in the form of its rent control ordinance from Chapter 260 of the municipal code, However, these protections are only as good as their enforcement. And enforcement has been almost nonexistent.
For instance, a 2019 investigation into rent control in one Jersey City ward found that over 50% of tenants in rent-controlled units did not know that their building was rent controlled; that more than 90% were not given the legally-required Rental Statement; and that 78% of the annual Landlord Registration Statements omitted key information that may have revealed illegal rent hikes.
In extreme cases, rent-controlled apartments in Ward E were found to be renting for as high as $5,850 per month; an exorbitant figure only possible via years of unchecked increases.
For decades, Jersey City has lacked a truly independent watchdog to oversee how contracts are awarded and enforced. Without strong oversight, residents have little visibility into who the city is doing business with or whether vendors deliver what they promise.
Major deals, from development projects to infrastructure contracts, are often negotiated without scrutiny, making them vulnerable to inflated costs, hidden conflicts of interest, and clauses that fail to protect taxpayers. Once contracts are signed, performance problems, cost overruns, and delays are rarely disclosed, allowing underperforming vendors to continue receiving city business.
This absence of accountability has cost taxpayers millions and fueled the perception that politics, not merit, drives City Hall’s decisions.
Jersey City faces significant transportation challenges, including inadequate public transit options, traffic congestion, and limited infrastructure for cyclists and pedestrians. The current transportation system fails to meet the needs of many residents, especially those in underserved areas, leading to longer commutes, higher costs, and environmental impacts. Many commuters rely on public transportation with 42% of residents who do not own a car.
Jersey City is one of the largest and densest cities in the country. It’s time for us to launch a city-wide bus program that will be fast and affordable for all residents. Data shows that buses are 50x safer than passenger cars.
Jersey City currently has access to a shuttle service in partnership with Via but it isn’t meeting the full demand challenges of Jersey City residents. Our current contract with Via shuttle service costs the city approximately $7.4M per year. Thanks to Via, we know where transit deserts exist and can map more effective routes for our own bus system.
